Warwick, RI — The Rhode Island Airport Corporation (RIAC) today announced the release of an audit conducted by the Rhode Island Department of Administration’s Office of Internal Audit and Program Integrity (OIAPI) pursuant to Rhode Island General Laws § 42-155-7 under the Quasi-Public Corporations Accountability and Transparency Act.
The February report examined RIAC’s compliance with RIGL § 42-155 and performed a performance review of management controls, governance, operations and capital expenditures. OIAPI engaged Weaver and Tidwell L.L.P., a national accounting and advisory firm to support and conduct the review.
The nine-month review assessed governance disclosures, procurement practices, capital project budgeting and change-order controls, vendor oversight, financial monitoring and compliance with state procurement laws and federal matching fund requirements. Procedures included interviews, document and budget analysis, procurement file review and testing of select capital projects.
The report concluded:
“Based on the procedures performed across the areas tested, no findings or instances of non-compliance were identified. RIAC demonstrated effective governance, financial oversight, and budgetary control over capital, infrastructure, and operational activities for the projects and periods selected for testing.”
“This engagement spanned more than nine months and required extensive documentation review, interviews, and project testing by both the auditors and our team,” said Iftikhar Ahmad, president and CEO of RIAC. “The breadth of the review makes the conclusions particularly meaningful and affirms the effectiveness of RIAC’s management systems and our Board governance framework.”
Jonathan Savage, chair of the RIAC Board of Directors, said “The General Assembly established a framework to ensure transparency, fiscal discipline, and accountability for quasi-public agencies. This independent report confirms RIAC is meeting or exceeding those standards while reinforcing public confidence in how the Corporation manages operations, capital infrastructure and public resources.”
RIAC operates and maintains six state airports, including Rhode Island T. F. Green International Airport, and remains subject to state statutory oversight and federal aviation revenue-use restrictions under 49 U.S.C. §§ 47107(b) and 47133.
